The issue is with Telus, and due to congestion on their network.
This is a third party problem between my ISP and Softlayer and it is apparently affecting other players on the west coast as well. My ISP is escalating to Telus, but that's about all they can do since they don't own the congested hardware.

After going through more and more of those reports you linked, I am seeing a pattern with that specific node, so it's likely affecting a lot more people in Seattle than just those on FrontierNet.
